Recently, in order to implement a series of policies and measures issued by the Party and The State Council to promote the stable growth of foreign trade, curb the downward trend of foreign trade as soon as possible, and lay a solid foundation for a better foreign trade situation this year, the General Administration of Customs sorted out and summarized the policies and measures issued by The State Council to ensure the implementation of all policies and measures.
We will further improve customs clearance supervision services
First, we will accelerate the building of a single window for international trade. Summarize and improve the pilot experience of single window in a timely manner, increase promotion efforts, expand the participation of enterprises, promote the standardization and simplification of single window declaration data and accelerate the transformation of business process of port law enforcement departments in a single window environment. It will work with relevant departments to take the lead in radiating Shanghai's experience to pilot free trade zones in Guangdong, Tianjin and Fujian, and complete the goal of promoting the construction of single window in coastal ports by the end of the year.
2. Promote the establishment of mechanisms for port information sharing. Within the year, the Administrative Measures for Data Sharing and Use among Member Units of the Joint Conference on Port Inter-Ministerial Work of The State Council was issued, and communication with tax and quality inspection departments at the working level was accelerated. On the basis of the original information sharing work, institutional arrangements for information sharing and use were studied and expanded.
3. Improve inspection and oversight mechanisms. We will optimize the structure of inspection methods, make full use of scientific and technological means, and gradually increase the proportion of non-invasive inspection. On the basis of risk analysis, the inspection rate should be dynamically adjusted to further improve the pertinence and effectiveness of the inspection. We should vigorously promote the homeopathic supervision model, simplify the supervision process, and integrate customs supervision into logistics operation as far as possible.
Fourth, continue to promote the "double random" random inspection mechanism. We will deepen the practical application of "double random inspection" in customs control and inspection, improve the system of publishing the list of items for random inspection, and gradually increase the proportion of random inspection and inspection, so that by the end of the year random inspection and inspection will account for more than 70 percent.
5. Implementing the reform of unified social credit codes. We will implement the requirements for streamlining administration and delegating power to lower levels, simplify the registration of import and export enterprises, and advance the implementation of the "one license, one code" and "three certificates into one" on schedule. At present, import and export enterprises have realized the registration procedures in accordance with the unified social credit code, and strive to realize that enterprises can use the 18-digit unified social credit code for import and export declaration business as soon as possible.
6. Promote the expansion of duty-free shops at ports of entry. We will actively support the development of entry duty-free shops at ports. On the basis of the approval of the establishment of entry duty-free shops at five ports, we will continue to speed up the approval of the establishment of entry duty-free shops to facilitate the purchase of foreign products by domestic consumers in China. Actively cooperate with relevant departments to study the policy issues of entry duty-free shops at ports, and formulate specific plans for additional entry duty-free shops at ports.
We will further promote innovative development of processing trade
First, actively innovate and copy the customs supervision system of pilot free trade zones. In the special customs supervision areas within the pilot Free trade zones, we will actively advance the policy of selective tariff collection for domestic sales on a trial basis, and replicate and promote institutional innovations such as document verification of processing trade throughout the country, so as to promote the concentration of processing trade in special customs supervision areas.
Second, promote the integration and optimization of special customs supervision areas. We will earnestly implement the plan for the integration and optimization of special customs supervision areas, accelerate the integration in terms of types, functions, policies and management, and strive to optimize the industrial structure, business forms, trade modes and supervision services. We will support eligible large and medium-sized cities in central and western China and Northeast China in setting up comprehensive bonded zones, and accelerate the review and approval of five projects in such zones: Harbin, Changsha Huanghua, Zunyi, Wuhan Airport and Kunming, Yunnan Province.
Third, improve the processing trade management model. We will improve regulatory models for new types of business such as bonded maintenance, service outsourcing, and cross-border e-commerce, support the development of high-end manufacturing and related producer services, and encourage the industrial chain of processing trade to extend upward and downstream. According to the characteristics of large equipment manufacturing, integrated circuit and other industries, the implementation of "tailored" service; Simplify account book establishment (change), domestic sales, deep processing carry-over, surplus material carry-over, verification and settlement, material management and other operational processes.
