We will promote "three mutual" customs clearance and build a major international logistics channel.

In response to the 2016 Government Work Report's proposal of "Building a great customs clearance cooperation mechanism along the routes and building a great international logistics channel", Yu Guangzhou, Director of the General Administration of Customs, said in an interview with reporters that the customs will promote the construction of a great international logistics channel by promoting the "three mutual" great customs clearance of "information exchange, mutual recognition of supervision and mutual assistance in law enforcement".

Yu Guangzhou said the customs promoted the construction of major passageways from both domestic and international levels. In terms of cooperation between domestic departments, it has taken the lead in formulating the Reform Plan for Implementing the "Three Mutual Measures" and Promoting Customs Clearance, identifying 37 important reform measures. At present, all port departments are making steady and orderly progress. For example, the "single window" reform of international trade will change the port clearance process from "series" to "parallel", so as to realize the unified feedback of one-time declaration and law enforcement results of enterprises, so as to allow more data running and less errands for enterprises. The reform was launched at coastal ports last year and will be further extended to inland ports with conditions this year.

In terms of international customs cooperation, China will vigorously promote international cooperation with customs authorities of countries along the Belt and Road in customs clearance facilitation in order to serve the construction of the Belt and Road Initiative. So far, the Chinese Customs has established cooperative relations with the customs authorities of 131 countries and regions, and signed 162 bilateral cooperation documents. Last year, the General Administration of Customs held the Belt and Road Customs High-level Forum in Xi 'an, attended by customs officials from 71 countries (regions) and international organizations. The forum produced a number of outcomes, including the Xi 'an Initiative on Connectivity, which set up a platform for customs cooperation along the Belt and Road. This year, on the basis of the Xi 'an Consensus, China will negotiate and sign cooperation documents with more countries, actively promote the implementation, expand the breadth and depth of cooperation, and promote customs connectivity along the Belt and Road, so that international customs cooperation will extend wherever the Belt and Road Initiative goes.
