Notice of amendment and cancellation of paperless customs declaration

In order to deepen the reform of regional customs clearance integration and paperless customs clearance operations, and promote the paperless process of customs clearance supporting operations, the General Administration of Customs has launched a nationwide pilot program to modify and cancel customs declarations for import and export goods. Since December 1, 2015, pan-Pearl HP2015 system online trial operation of four provinces, customs declaration modification and cancellation began to implement paperless processing.

I. What is HP2015 system?

1. Customs clearance operation assistance system (currently online customs declaration modification and cancellation functions);

2. Important support for regional customs clearance integration and paperless clearance operation reform;

3. Realized electronic data interactive flow and business operation with electronic port pre-entry system and H2010 customs clearance management system.

Warm reminder

Since March 1, 2016, customs all over the country have implemented paperless customs declaration repair and withdrawal. Unless the customs cannot modify or cancel the customs declaration through the pre-entry system due to technical reasons such as computer and network system, the customs will no longer modify or cancel the customs declaration in the form of paper.

According to the Administrative Measures of the People's Republic of China on the Amendment and Cancellation of Customs Declaration for Import and Export Goods (General Administration Order No. 220), the following three customs declaration repair and cancellation situations are included in the paperless operation:

1. The enterprise initiates the repair (as shown in the flow chart);

2. The Customs initiates the repair (as shown in the flow chart);

3. Direct cancellation of Customs: The customs shall initiate the direct cancellation processing form in HP2015 system, and complete the cancellation operation of customs declaration in H2010 after approval.
